Respected coach Hinks returns having helped former Sporting manager Andy Paddock guide the club to the West Midlands (Regional) League Premier Division title and cup `double` last season.
Hinks was with Walsall Wood originally as a coach before becoming joint-manager of Bridgnorth Town in 2007.
But he left the Shropshire side after just 9 weeks to sign a two-year contract as assistant boss at then-Midland Alliance side Atherstone Town.
He went on to coach at Tamworth and Barwell before leaving Kirkby Road to work with former West Brom midfielder Richard Sneekes following his appointment as manager at Rushall Olympic in 2014.
He returned to Barwell as coach under Jimmy Ginnelly in 2016 and then re-united with Sneekes at Sutton Coldfield Town as assistant boss before leaving the Royals in January 2018.
Hinks' management team will be confirmed in due course.
